Which country's Article 10 Residence Card did you arrive in the UK on?
Your EEA citizen spouse needs to be exercising treaty rights in order for you to apply for a Residence Card here. If she is not working or seeking work, she needs to have CSI/private health insurance for all members of her family to exercise treaty rights. You can then apply for a UK Article 10 Residence Card.
Alternatively, in a few months time, you could apply for pre-settled status under UK law, which will be applicable post-Brexit.
