Hi guys,
Is there a way of applying EEA PR for non eu without sending orignal documents? Like scaning documents through council or some thing.

Not unless the non-EU national is applying as part of their EU national family member's PR application, in which case you can use your local European passport checking service (they check passports on appointment, and you keep the documents).
If applying on their own, the non-EU national has to send the documents by post.
