Does it help to have lived in the UK previously?

My wife (US) and I (EU) would like to move back to the UK this year. We lived there between 2009 and 2013 and we both had residence card/permit since 2010 (as self-sufficient/privately insured). Will this help in the future with our application? Will self-sufficiency even be an option after Brexit? Is it better to go before the end of June? Thank you so much!

A previous stay will not make a difference. AFAIK, self-sufficiency is based on EU regulations, and the concept is likely to disappear certainly by the end of the transition period 2020/21.
