Please could someone confirm whether an Eu national applying for a registration certificate has to do biometrics because my friend from Belgium received a biometrics letter and her husband who applied EEA FM received one too.

Would it be safe to ignore this letter as even the EEA QP application form does not have a section for biometric signature unlike the EEA FM form.

Biometrics are only for non-EEA citizens. So your Belgian friend should ignore the biometrics letter. The non-EEA family member has to provide the biometrics information.
