Can i apply for ILR through EEA

Hey
I came in uk on may 2011 and my visa expiry was September 2014 but i got married in May 2014 , my partner is from EU.I applied my visa on September 2014 and got it back PR April 2015.my current visa will expire on april 2020.
but 5 years will be completed on may 2019 ,so
*can i apply for ILR in April 2019 ? before 28 days.
*can i go for Window visa service?

Am I missing something here? Were you granted PR in 2015 or not?

Assuming you mean you got your residence card in April 2015 and not PR.
*can i apply for ILR in April 2019 ? before 28 days.
There is no 28 days early concession for eea route applications. You must wait till you have 5 full years.
*can i go for Window visa service?
There is no longer a "window" same day decison service and it also was never available to eea route applicants. You apply online for PR or the new settled status when eligible.

You need to apply for PR under the EEA Regulations, not ILR
£65 + £19.20 for your BRP
