EEA National Freedom of Movement Application

Asking on behalf of a friend:
Friend is Greek National living in the UK for about 3 months. Has secured a job, renting a place and starting to get his name on utility bills etc. Has applied for NI Number.
Spouse is Non-EU and has recently arrived in the UK.
Please advise what documents are required for them to lodge the application under the Freedom of Movement Rights
I have looked at the guidance form for EEA(FM) but just want to be sure he’s on the right track for applying.
Marriage is genuine so it is a straightforward case once we know the correct channels of applying
