So, I am asking for a friend.

He is EEA with PR in UK and going to marry in Turkey non-EEA.

Does he apply directly for EEA2 for his wife? or is there a visa to apply for so she can join him in the UK and then apply for her Residence Card?

First apply for a family visa via the embassy, to come to the UK. That is valid for 6 months. After that, they will both need, if not already, apply online for Settled Status.
