EEA family permit

Hi,
There are some questions I need to ask about an EEA family permit.
1.is an EEA family permit only for dependent children under or over 21yrs old.

2.Does this permit involve a child who is over 21 yrs old and works.
I’m so confused about this issue and I need help.

All children under 21 are eligible.
Children over 21 are eligible only if they are dependent.
2.Does this permit involve a child who is over 21 yrs old and works.
If the over-21 child works and is financially independent, then no.
If they work, but still needs parental financial support, then they might be eligible.
