Hi Everyone,
I am Non EEA with the following status timeline:

Student Visa : from November 2012 to june 2015
EEA spouse Visa : from April 2015 to March 2019
Following divorce retained right of residence visa : freshly aquired today valid for 5 years !

The question is Shall I apply for settled status or permanent residence?
A friend told me that if i want to apply i need to wait until 2020 to be eligible!

You can apply for either settled status or permanent residence (if EU law still applies to the UK then) on or after the fifth anniversary of your marriage to the EEA citizen.

But will i be able to apply for pre settlek status for now ?
