Can you apply for carers allowance once you have Residence Permit?

Hi guys,
My partner finally been given her UK issued residence permit. We got it via the SS route. My question is can she apply for carers allowance or any other benefits?
Under the standard spouse visa I know you are not entitled to apply for state benefits but no information me with the card.
Card says family member - EU residence. Work permitted. Residence card of a family member of a union citizen.
