Biometrics

My wife is Argentinian, she holds a UK Residence Card ( Biometric) having entered the UK using Surinder Singh rules in Dec 2017. I'm reading lots of info about people applying for Settled Status/Pre-settled status and going for Biometrics. Will this be her case or is it enough to have such a card already?
I realise she will get Pre-settled status and will have to apply for settled status later. However, is it necessary for her to hold comprehensive sickness insurance? That was the requirement to get her initial residence card ( my qualifying criteria being via pension income, I do not work).
