EEA Family 5 years residence card application

I am an EEA national living in the UK for the past 7 years. I have applied for EEA family member residence card for my mother, who entered the UK on EEA family permit. The application was received by the department on the 15th of July 2019 ( I have proof from Royal mail online tracking ) but they have still not taken the £65 to process the application. I have read on the forum that they take the application amount within a weeks time. I am a bit worried about it as my mother's family permit expires on the 8th of September 2019. I would be grateful if anyone who had the similar experience could advise on this issue.
