switch from family of EEA member 5 years to UK Spouse visa

Hi there,
I would like to ask whether I can switch the visa of family of EEA member 5 years to the UK Spouse IN THE UK. The situation is I was divorced with the EEA since 2018 and applied for the EEA PR (retained right) but been refused as could not provide the evidence of my ex partner. I have gone through the first tier tribunal and also been refused. During the time of the decision waiting, my visa has been expired. I have got married with the British citizen in the UK in April 2019.
My question is can I apply for the UK Spouse visa while I am in the UK, in the mean time, apply for the permission to the upper tribunal.
Could anyone please kindly assist me in this matter would highly appreciated?
