3 applicants with eea application

3 applicants going for Eea family permit, 2 successful after 2 weeks on waiting collection and the one left is still delayed, they’re travelling together as siblings going join their mom in the uk, what could possibly be the delay because it takes 2-3 weeks for eea visas to be issued and it’s the 3rd week now, we’re very worried and bothered about this, can I get some explanation why that is happening? Because they were all suppose to collect their visas on the same day

There are several possibilities:
1) the third person is somehow different (older, working, more risk etc)
2) mistake in that application
3) I don't know if you have one case # or 3, if the latter, you'll be assigned to different case workers
4) clerical error
5) any other reason
