Applying for pre settle status.

Hi everyone. My question is regarding my mother and siblings.
My Mother and one sister are EU Citizens. While my brother and other sister are none EU citizens. They live all together in Belgium.
My none EU siblings both hold UK family Permit visa on their passports valid until January 2020.

My mother is also disabled registered person in Belgium. They all want to move to the UK to be closer to each other.
My question is can our sister who is Belgium citizen can sponsor our none EU citizens brother and sister and EU citizen mother to fill full the eu free movement law?
She has got her national insurance number and will be starting a job soon. My mother is dependent on our sister they have joint account in Belgium.
She manages everything for her. She has power of attorney for because our mother can’t read and write.

So again if they all now move to the UK and apply for pre settle status, as our mother is disabled and can’t work will they accept our eu citizen sister job and exercising her free movement treaty law. Will they also give our none EU citizen brother and sister pre settle status?

They are both under 21 they all live together.
They have got their eu family Permit under our mother name because back then our sister Belgium citizenship was not complete.
Or will they argue that her mother have to exercise her treaty right like working to support them?

As Belgium told our mother they will only pay her disability allowance for 3 months if she moves to another EU country, after 3 months she will have to apply in other EU country.
