Non-EU family member application for the pre-settled status

Hi, do you know when is it better to apply for a pre-settled status for a non-EU spouse given that my husband is now applying for a British Citizenship with his permanent residence? Is it better to apply before his citizenship application or after? The issue is that he is not going to apply for the settled status as he can use his permanent residence for a Citizenship application straight away.
