non-EEA member Permanent Residence application - HOWTO?

Hi,
I'm waiting for my settled status application to be decided - the resolution centre claims that paper applications for Surinder Singh cases my take 6 months.
I'm wondering about the logic of applying for PR as well as SS - what if the UK stays in the EU? I'll have to apply for PR anyway. Processing times for PR are 2 months.
However I have tried searching the forum and can't locate recent instructions for how to apply for PR. Can we use the online form if we are the non-EEA partner? Or do we have to use the paper form? Do we have to fill out all the sections? Or only some of them? I know the cost for the application is £65 - but I've seen other people mentioning other costs for biometrics or expediting - are there costs beyond the £65? Is there anyway to expedite the process?
