how to marry asylum seeker as Dutch Citizen living in UK

My nationality is Dutch. Currently living in the UK for 2 years with my partner in a sharing house.

We both have bank account statements and mobile phone bills.

We do not have any utility bills because we are living in sharing house(renting a room).

Also my partner does not have his passport with him , because he has submitted to Home office for asylum seeking purpose.

So now what can i do for legally register (marry) him as my partner in UK

For starters, he needs a valid passport. There is no way he can marry without passport.

Then you need to go to a Registrar approved by the Home Office. They may extend the notice period to 70 days.

But first of all, he needs to get his passport before starting any discussion about marriage.

His passport is expired, which is currently in hands off the Home office.

Copy is not enough.

He needs an original passport that is valid.

Potentially, he can withdraw his asylum applications, go back to his country and return on a spouse visa.

He doesn't have to go to his own country to apply for his country's passport unless no consulate/embassy services of his country in the UK. as the passport is expired and got the copy could go and apply for one to his consular/embays office declaring his intention. Then use it to register office.
