Married to British citizen but living in UK with EU residence

Hi Everyone

I'm Married to a British lady, I hold a Spanish residence, here is my case:
I came to UK in 2011,
I got married and got 30 months visa, I renew it for another 30 months, (total 5 years).

Before this 5 years expired I recieved a permanent residence in Spain, so I didn't apply for british ILR and stayed circulating in UK and EU with my Spanish residence.

My question is can I apply for EU settlement scheme or should I start fresh case?

I'm living in UK now with my wife with my Spanish residence, but I want to apply for uk visa, which one is applicable as I already got a 5 year spouse visa expired on 2016...

I know its bit complicated

All your previous posts suggest you are a tier 2 migrant and not a spouse of British citizen. So the two routes, tier 2 for you and dependents and spouse of BC visa, are impossible at the same time.

Did his wife live in Spain and exercise treaty rights??

Is the wife only British or does she also hold another nationality??

How has he been stamped in when entering the UK after his spouse visa expired??

PR from one eye state is not transferable across to other states.

When you're an EU permanent resident married to British you can enter in UK only if your spouse is travelling with you, so anytime he's travelling his wife should be with him.
