When to apply for settled status non EU national with EEA family member permit

Hi, I'll keep this short and only focus on the facts
Background:
-non EU national moved to UK with EU national in April 2015 after living abroad.
-got married in July 2015
-received EEA family member card Dec 2015
-did not have leave to remain or work permit prior to marriage.
When can the non EU family member apply for settled status? July or Dec 2020? Or will it be alongside EU citizen's application in April 2020?
