EEA Stamp on Border

Im German citizen and i have national eu settlement scheme ps, insurance number and adress proof on London. My spouse is non eu citizen and waiting EEA Family Permit Visa. If my non eu spouse gone refuse, can we go to paris and having a Eea stamp on border?
