Hi! I've got the same issued in Feb 2020. I assume they changed the 5 year period to this reduced one to make it clear that we need to have the cards exchanged.
You shall now apply for your Settlement Status (as you need to get it before 31/12/2020). At some point before 30/06/2021 you need to exchange your card.
This is the topic with links and info on how people were applying for exchange:

No, from what is the collective forum knowledge, they won’t. You’ll get e-status for 5 years as you already have valid BRC for 1.5 years. When you want to have it changed, you’ll need to apply for exchange of card. You will need to return your EEA card.

Yes, if you don’t have valid RC they will send it. But you’ve got it. Did you tell this part to them?
I guess it depends on what you want. My preference is to keep EEA card as long as possible as I otherwise need visa to travel to Schengen countries. If this isn’t an issue for you and you want to have new card ASAP, try applying for EUSS with your passport (ie without using your RC via the app). I assume you will be asked to go for bio appointment then and will be issued new card. I read similar experience somewhere on this forum but wasn’t digging into this part of process myself
