Query about applying for UK RC or EU settlement status

I am british citizen. I longwith my mother live in ireland for 3.5 years. I am working full time in ireland for 4 years. she don't have valid residence card of ireland now. We are in northern ireland now. I like to apply her case under surrinder singh route. I am confused do I need to apply for UK RC or pre-settled application from inside UK.
What documents are required for application in dependent parent case.
I have all the prove from the ireland
In UK, I donot hv lease on my mother name or any other proof of address.
