Just last 3 months my wife who is a non EU citizen joined me here in The UK from Nigeria, she came with an EU settlement scheme family permit visa, and within 6 weeks of her arrival she was given her 5 years pre settled residence card. But along the line I realised that with such card, she can't travel with me to other EU countries without applying for a visa. My question now is, is it still possible for her to apply for the EEA residence card which would enable her travel with me to other EU countries without applying for a visa. Thanks

Yes, you can still apply for it. That won't change anything she has already under the EU Settlement Scheme.

However, I don't know if it is worth it. Usual time line for these cards was from 3 to 6 months when everything was working normally. If you apply now and get it in December, it won't be useful as such card won't allow you visa free travel beyond Dec 31, 2020.

You can apply for Family Permit under EEA Regulations.

The Home Office will issue her with 5 years permit link with her pre settled status.

The Home Office will allow all EEA to run till 2025 so technically your wife will get 4 years and some months.

Remember EEA is still on

The date on the EEA card doesn't mater. I know people with EEA cards expiring in 2023 or 2024. It doesn't mean they can travel with them visa free to the EU until then.
