EU settlement scheme family permit for non EU Mother

Good morning
Please can someone advise. I hold a EU passport (Dutch). I have a pre settled status in U.K. working full time.
I lost my father due to Covid and I would like my mother to join me in U.K. a non EU resident. I would like her to join me in U.K. permanently.
Can I apply for EU settlement scheme family Permit for her if so what are the chances of getting her permit
