Hi,

Would an EU citizen with a pre-settled status in the UK be able to bring his non-EU spouse and children into the UK?

If yes, would that for a short term visit only or would his family be able to get a pre-settled status as well?.
Could you please point me in the direction of the required application form/process? Would like to understand if there are financial requirements (income threshold in particular).

Yes.

If yes, would that for a short term visit only or would his family be able to get a pre-settled status as well?.

If abroad they will need to apply for a 6-month family permit, if already in the UK they can apply for the settlement scheme and get Pre-Settled status directly.
