EU route unable to get a National Insurance number

I just called up to apply for a National Insurance number. Non-EU citizen who came through SS route and has pre-settled status.
I was told that no-one who used an EU route (i.e. entered the country without a visa under Freedom of Movement) can get an NI number at the moment. The issue is that they must attend a Job Centre for an interview and they are all shut due to COVID-19.
Is that correct? Seems like once again we have fallen through the cracks.
