You'll understand that in order to receive a minimum of help you need to share a minimum of detail of your case.

Are you an EU citizen? Are you the family member of a EU citizen? If so, what is the family relationship? Which nationality does the relevant EU citizen have? Are they living in the UK? If so, since when? If not working, what are they doing? Have you applied to the EU settlement Scheme? If not, why not? Etc, etc...

Eea family permit declined as not working so not exercising treaty rights
Under EU regulations you need to exercise Treaty Rights in order to be able to sponsor or get a residence yourself. This means, you need to be more than a tourist. The ways to exercise that rights are:

- Work (for a an employer or be self-employed)
- Study
- Self sufficient (you need to show proof of funds + medical insurance)

So if you are just somewhere without doing nothing, you aren't exercising Treat Rights. If you then try to sponsor family, the application will automatically fail.

But as kamoe said, you need to tell more if you want assistance.
