Bringing relative to the UK

Hello, I am new to this forum, so I apologise in advance if I posted in the wrong section.
I have a few questions in regards to bringing my uncle in the UK.
1) My uncle (my mother's brother) currently holds Bangladeshi citizenship, living in Italy, whereas my parents hold Italian citizenship with Permanent Residence and I am British citizen, all of us living in the UK. Under what basis can I bring my uncle over to the UK?
2) If I can bring him over, what documents/evidence do I need for a family visa application?
3) What evidence do I need to prove that he is my uncle or that he is my mother's brother?
4) Can he bring over his wife and child, if so what are the criterias and documentation to bring them?
5) Is there any fee? According to the government website it's free, I just want make sure that is the case.

The only two options would be:
  • If we he was financially dependent on your mother, or was a member of her household, or
  • If he needed your or your mother's day-to-day care, or medical care that is not available in his current country of residence,
Given that he is a grown adult presumably supporting his own family, and given they are all living in a EU state with reasonable medical facilities, I do not think there is much route for him to claim any of the two types of dependency above.
