Is PR(sticker not biometric) valid for entry into UK after 31 Dec. 2020?

I am a non EEA family member with a PR(sticker/vignette) on my passport and I am currently outside the UK. Due to COVID situation and other reasons have not been able to return to the UK in 2020.

The Home Office website states EU nationals already living in the UK have until June 2021 to apply for Settled Status(though a non EEA, I suspect this also applies to me but confused with "already living in the UK" as I am currently outside the UK).

I am returning to live in the UK in 2021(in May, mainly due to the current COVID) but I am confused as to my eligibility to be able to enter the UK after January 1, 2021 with my current PR on my passport(since I do not have biometric card, my PR was issued long before the BRP) so that I can apply for the settled status.

Apply by 30th June. In law you should be able to return until end of June.

Many thanks for your prompt reply. I remember reading our posts many years ago when I was struggling with my initial EEA application, if possible, kindly share any link to shed more light on your response to my post.
