Surinder Singh question - comprehensive sickness insurance

I'm a British citizen, wife is non-EEA, we lived in Austria for years before recently moving to the UK, she is about to submit a Surinder Singh settlement scheme application.

I was living as a self-sufficient person in Austria. Paper form asks 'how the British citizen met the requirement to have comprehensive sickness insurance for themselves and their family members in the EEA state or Switzerland for the period of self-sufficiency', and the possible answers offered are: EHIC issued by an EEA state other than the UK, form S1, form S2 or form S3.

My sickness insurance was, as an Austrian resident, from one of the Austrian social insurance agencies. I don't see how this falls under any of the possible answers, and when I search for information on forms S1/S2/S3, it all seems to be about sickness cover in the UK.

Anyone have any ideas how to answer this question? Thanks very much.

Looking at it again, they might mean:
'how the British citizen met the requirement to have comprehensive sickness insurance for themselves[,] and their family members in the EEA state or Switzerland[,] for the period of self-sufficiency'
and not:
'how the British citizen met the requirement to have comprehensive sickness insurance[,] for themselves and their family members[,] in the EEA state or Switzerland for the period of self-sufficiency'
i.e. it means comprehensive sickness insurance in the UK.

If so, does anyone know if my wife needs comprehensive sickness insurance since we moved to the UK in order to qualify under the EU settlement scheme?
