any help will be appreciated.
My Sister moved in uk before deadline 31st December 2020 with her 2 kids. She has already applied for pre-settled status with her 2 kids.Application is under consideration with home office.Hopefully Application will get approved within weeks.
Now she needs to bring her Husband from EU country . Her husband has EU Country's permanent Resident Card but NOT Passport.
My Question is.
Is it possible to apply directly Pre- settlement scheme from Outside Uk(EU country)? Once she got her pre Settled Status.
Or He Has to Apply EU Family Permit? and apply Pre settled Status once he has arrived in uk?
Please Advice Me. or There are other Requirement which I'm missing Here.

Unless he can enter the UK on the strength of his passport (if he's a non-visa national, requiring no visa to enter the UK) it is in his best interest to have a EUS Family Permit stick on his passport. This has always been the recommended course of action by the Home Office (to avoid any issues with airline staff, who would normally ask to see a visa to let him board the plane). So unless there are circumstances beyond his control preventing him from applying to a EUSS Family Permit, best not to cut corners.

Standard, officially recommended steps for him are:

1. Once his wife has Pre-Settled status, apply for EU Settlement Scheme Family Permit abroad (NOT EEA Family Permit)
2. Come to the UK on EU Settlement Scheme Family Permit
3. Once in the UK, apply for Pre-Settled Status

As he has PR in another EU country, wouldn't it be best to apply for citizenship of that EU country?

He has not meet the requirement to apply for citizenship ,thats why he has got this problem.
