Those who were issued Blue folded card like Permanent Residence documents( EU nationals) do they need to exchange their Permanent residence to one issued under EUSS too ?

Settled Status is supposed to be a digital status only, so no cards for EU citizens - BRP for non-EU under settled is still issued.
The blue trifold card is only valid until 30.6.2021 and only for Naturalisation applications and visa sponsorship. You apply for settled. https://www.gov.uk/uk-residence-card/pe ... dence-card
