Eea refusal treaty rights

Please explain how to prove a self employed person is successfully excersing treaty rights in the uk according to eea regulations. What document's need to be submitted and is it easy or difficult to prove? Please answer thanks. Sponsor is living here for last 10 years and is registered as self employed since 2016.
