EU Settlement 4 years work History

Hi
my cousin is an Italian national. He came to the UK 5 years ago. He came as Italian national but he spent first year studying a full time course in London. He did not have comprehensive sickness insurance .
Since last 4 years he is working full time as an employee.
He has completed 5 years in UK .Will he be eligible for Settlement application now or he has to wait another year ?

Settled Status is residency based - as long as he can document residency as required should be ok.
CSI is not required for Settled Status.
