Pre Settlled Status with No work applying for dependant Visa

Hi

My friend is French national . He has been granted pre-settled status as an EU national. He wants to apply for his daughter family permit from India. The EU national still not apply for NI number and is not working yet.
He wants to apply for daughter family permit.

1- Can he apply for her family permit even though he has no NI and No work ?

2- What is the dead line to apply for family permit ?
