Can still apply for Pre settelled status

Hi
My friend is German national and living in the U.K. since August 2020 .He didn’t apply for pre settle status .he is not working and never applied for NI number .
Can he still apply pre settle status for himself or it is too late now ?

He can and must apply - (pre-)settled status is residency based - the deadline to apply is 30 June 2021 though I wouldn't wait until then.
If he hasn't got an NI number (why not?) then the automated application checks may not work and UKVI my ask for physical documents.

Someone told him that he is not eligible now as the deadline was 31 December 2020.Only family member can apply if he has pre settled status ?

Tell whoever they are wrong - they are saying he is illegal ??!!
31 December 2020 was the deadline to be resident - friend was residing since August 2020 - the deadline to apply for status is still 30 June 2021. This is just for himself. Anything else others may comment on - I have no experience of settled status as I didn't need it.
