Actually i tried to have an appointment in London for Biometric ,But unfortunately did not get it ,now i went to visit my family in Hungary , Can I have my Biometric ( finger print etc. ) for pre -settlement outside UK (EEA Family Member).

Biometrics for long-term residence cards assume the applicant is already a resident and already inside the UK. Therefore, the rationale is that there is no reason to offer this service abroad.

If at all the applicant is strained abroad then they should apply for an entry permit, like a Family Permit.
