I am asking on behalf of my friend. She don't use internet that much.

My friend was married to an EU citizen for 4 years . She applied EUSS family Permit in November for her mother and it was approved in January 2021. and her divorce finalised in January 2021 also. She was married to her EU sponsor when she applied EUSS family permit for her mother in november

Now her Mother is in the UK with EUSS family permit . Can she still apply PSS PRE SETTLED status under Retained right showing divorce certificate between her daughter and son in law

Not if you are divorced from your EEA citizen spouse.

Only EEA citizens can sponsor their family members under the EU Settlement Scheme.

If you were still married to the EEA citizen spouse, your mother could have applied.

I agree. If the parent constitute a family unit in the host state prior to divorce, then they will qualify.
