Eligibility for EUSS Family permit

Hi all, lots of mixed guidance everywhere so making a post for myself.
I(Non EU Citizen) met my partner (EU Citizen pre settled) in December 2018 while doing my masters and been living together with her, under a shared tenancy agreement, from May 2019 to March 2021, after which I had to move back to my home country
I'm planning on applying for a family permit but unsure as we do not have shared financials. We have taken trips together, stayed together and have plans to stay together much into the future.
I've seen some posts saying this route isn't for boyfriend/girlfriend relationships, but would we be eligible as we were living together?
also would like to add, my girlfriend received her pre-settled status last week if it helps

Then you are aware that simply cohabiting is not a sufficient criteria to qualify. You have to have been already operating as a married couple, with a history of solid comments rather than a plan for the future. I'm afraid no joint financials, no eligibility.

That's an additional criteria to qualify, not an optional or bonus one, and doesn't balance the fact that you don't meet the other criteria.

I agree with @kamoe, that merely living together may not be sufficient. Flatmates and roommates live together, people in dormitories live together and yet that fact alone does not indicate that they are in a relationship.
You need to be living in a relationship akin to marriage, so shared financials definitely helps.

what would my options be here if I cannot go for a family permit? should I be going for a civil partnership?

Since you are not married yet, you are not eligible for the Settlement Scheme (should have gotten married before December 31st 2020).
My guess is your route will be a fiancee visa, but outside of the EUSS. Question is best suited for the
immigration for family members section.
