COA for pre-settlement not received

Hi All, my friend applied for ore-settlement status as he is a non-EU married to an EU citizen with EUSS, he gave his Bio on the 5th of July and till now no COA received, is there is a way to send email to them or ask for the COA to be issued? Thank you in advance.
