I have pre settle status and I willbe living in the UK for 5 year in November .

As the EEA route is end , can I still apply the settle status or I need to apply indefinite leave to remain instead ?

After 5 years you are just applying for "Settled Status" - note this is a status under UK regulations not EU. The Settled Status scheme is not closed. It is a form of indefinite leave to remain.
