My father got EUSS Family Permit and now he is ready to come uk so my question is do he need return ticket or one way ticket is ok for him?

there will be no any issue at uk airport if he have one way ticket?

The family permit is not a visitor visa - it just facilitates entry to the UK and subsequent application for Settled Status.
So no issue.
