EU Settlement Scheme Family Permit and Travel Permit (Surinder Singh) query

Hi all,
I'm a British Citizen living in France with my non-Eu spouse (Brazilian). We have been living here since Jan 2019. We have applied for the EU Settlement Scheme Family Permit and Travel Permit (Surinder Singh) for my wife and have a biometrics appointment for her next week.
My son has who was born in Brazil has an UK passport and Brazilian passport so doesn't need to apply for the permit. But my daughter who was born in Brazil only has a Brazilian passport at present. She is eligible for an UK passport but due to the fact that she doesn't have one at the moment, does that mean that she has to apply for the EUSS Family Permit as well?
We did the same route around 8 years ago and at that time my son only had his Brazilian passport and at that time he didn't need to apply, only my wife had to apply. Because of this I understood that I wouldn't have to apply for my daughter. But does she in fact need to apply?
If she does, I guess I would have to choose between making a permit application for her or applying for an UK passport for her. But the timeframe for applying for either is very tight.
