EUSS Family Permit Refused please advise me

Hello everyone,
I'm Pakistani citizen and my wife she is EU citizen we both have EU settle status. We've tried, 5 months ago, to apply for a EUSS Family Permits for my Mother (from Pakistan). my wife was the main sponsor.
Unfortunately, my mother visa application has been refused today.
I don't understand, the exact reason for refusing her application. thankx
please can you advise me what to do next ? should I apply again ?
Reasons for Refusal ROA
On 24 October 2021 you made an application for an EU Settlement Scheme (EUSS)
Family Permit under Appendix EU(Family Permit)to the Immigration Rules on the basis
you are a 'family member of a relevant EEA citizen'.
I have considered whether you meet the validity, eligibility and suitability requirements
for an EUSS Family Permit, which are set out in Appendix EU (Family Permit) to the
Immigration Rules (https://www.gov.uk/guidance/immigration ... eu-family-
permit). You can also find out more about the requirements in the guidance on GOV.UK

You have stated that the family relationship of the EEA citizen sponsor to yourself is
dependant parent in law. As evidence of this relationship you have provided a
Lithuanian Marriage Certificate dated 15 August 2015 and a Pakistan Family
Registration Certificate issued 21 October 2021.
However, there were a number of inconsistences with this evidence. As evidence of
relationship to your sponsor you have provided a Pakistan family certificate.
This document alone is insufficient in evidencing your relationship since family
certificates are produced by information by the applicant as opposed to enquiries by
independent officials.
Without further corroborating evidence of your relationship, family certificates alone hold
little evidential value in support of your application. It is expected that you would provide
your birth certificate, in full, to demonstrate your parentage.
I am not satisfied, based on the evidence you have provided in isolation, that you are a
'family member of a relevant EEA Citizen'.
Your application is refused.
