EUSS - bringing father and stepmother to settle in UK

I am a Citizen married to an EU Citizen with pre-settled status. We want to bring my father and stepmother to the UK on the EUSS route. My parents have been together for 35 years and married for more than a decade.
Can I apply for my father and stepmother together or will we need to apply for a spousal visa so that my stepmother can join us?
What are the time restrictions of both?

The relationship is about 6 year old but we were married in 2020

Are your father and stepmother dependent on your EU spouse?

Yes. My Spouse sends money every month as they need financial support

Well, the answer to your question is that if your father is eligible, then his wife is eligible under the EUSS (each person needs to make their own application under the EUSS though), without the need of a separate spouse application under spousal rules.

But you will need:

1. To justify why they are applying late. The deadline for applications was 30 June 2021.
2. To proof dependency. Dependency of parents is no longer assumed if applying after 30 June 2021.
