Non-EU citizens with pre-settled status bring their non-EU spouse

Hello wonderful people, I hope everything is going well for you.
If a non-EU citizen was granted pre-settled status because of being mother in law of an EU citizen (also pre-settled, now settled) now wants to bring her spouse a non-EU citizen, what visa should be applied by the spouse?
The marriage happened in 1993, so the relationship would start before 20 December 2020!
Does it qualify under the EU route due to son-in-law being an EU citizen ?
If not under EU route then how can the couple reunite in UK?
