European law doesn't exist anymore. Brexit happened!
The UK is now a level playing ground for all nationalities.

EEA citizens and their spouses (not unmarried partners) still have grandfathered-in rights for non-EEA citizens who were their family members before 31st December 2020, under the Withdrawal Agreement.
Parents will however need to demonstrate financial dependency, typically by regular financial transfers over a period of time, on either an EEA citizen or their spouse.

So are you saying that post Brexit, EEA citizens already living in the UK (pre settled/settled) can still bring in their spouse free of charge. Provided that they were already married before 2021.

Correct, provided the marriage took place before 2021.
And this applies to EEA citizens who moved to the UK before 31st December 2020, dual British/EEA citizens who acquired naturalisation after acquiring either PR or Settled Status, and all people of Northern Ireland born there before 31st December 2020 with either British or Irish citizenship or both at birth.
All the above can also sponsor their own parents and those of their spouses if they can prove financial dependency.
