Switch to EU Settlement from Pre-Settlement with expired passport

Hi everyone,
Seeking some advice on behalf of my sister and the following is a bit of background.
She is a non-EU citizen married to an EU citizen and has two children (one born in Italy and one born in Pakistan but both have EU passports).
My sister and both of her kids got their pre-settlement in January 2020 (they arrived in the UK in 2019) and will be eligible to apply for settlement next year (counting 5 years from 2019 ). My brother-in-law passed away in 2020 and as suggested on this forum at that time, we informed the HO helpline to see if that would have any impact on her pre-settled status (she wasn't in the country for a full year at that time) but we were told that she can continue to stay and her visa is still valid and everything.
Her son was born in Italy and when his Italian passport expired, we got that renewed from the Italian embassy in London but her daughter was born in Pakistan and her birth wasn't registered in Italy so the process we have been told to extend her Italian passport is to get her Pakistani birth certificate certified from the Italian embassy in Islamabad, get her birth registered in Italy and then she will be able to register her with the Italian embassy in London and her passport renewed. She has been trying to start that process for over a year now but she still can't get any appointment in the Italian embassy in Islamabad. There has been a long backlog and doesn't look like it will clear for another year or so
She wanted to ask if
1. Can she apply for her daughter's settlement with an expired Italian passport and is that a required document? Considering she already has pre-settlement, would she be needed to provide a valid Italian passport again at the time of settlement application?
2. Can she use her daughter's Pakistani passport as proof of identity and present her pre-settlement letter as proof of her eligibility for settlement?
The only reason she wants to renew her Italian passport is to apply for settlement and she doesn't want to go through all that hassle if that's not a required document.
