EU Family Permit

Morning Gurus,
Please advise if EU Family Permit is still available for the direct family member even if they are above 18. I'm talking about 2 son's who got kids and wife of EU national needs family permit.
Please can you shed some light on it? Is it the same process and what documents are required to established the relationship.
